font-size: 12pt;\">A proposta tamb\u00e9m contempla os <strong>percentuais m\u00ednimos constitucionais destinados \u00e0 sa\u00fade e \u00e0 educa\u00e7\u00e3o<\/strong>, al\u00e9m de despesas obrigat\u00f3rias, servi\u00e7os essenciais e programas previstos para 2027.<\/span><\/p>\n<h2><span style=\"font-family: tahoma, arial, helvetica, sans-serif;\">Como a LOA foi elaborada<\/span><\/h2>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">Segundo a Prefeitura, a proposta foi constru\u00edda a partir de um processo de <strong>organiza\u00e7\u00e3o dos procedimentos internos e integra\u00e7\u00e3o entre as diferentes \u00e1reas da administra\u00e7\u00e3o municipal<\/strong>.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">O trabalho envolveu o prefeito <strong>Fernando Lubrechet<\/strong>, a chefe de Gabinete <strong>Silvana Forcellini Pedretti<\/strong>, a secret\u00e1ria municipal de Governo <strong>Ana L\u00eddia de Souza Pelais<\/strong>, o secret\u00e1rio municipal de Administra\u00e7\u00e3o <strong>Carlos Alberto de Azevedo<\/strong> e o secret\u00e1rio municipal de Finan\u00e7as <strong>Cl\u00e1udio Raimundo<\/strong>, al\u00e9m de servidores de diferentes setores.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">A <strong>Consultoria em Administra\u00e7\u00e3o Municipal (CONAM)<\/strong> tamb\u00e9m participou dos trabalhos, com treinamentos, pareceres e assessoramento t\u00e9cnico.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">Entre as mudan\u00e7as adotadas est\u00e3o a <strong>padroniza\u00e7\u00e3o dos procedimentos para elabora\u00e7\u00e3o das pe\u00e7as or\u00e7ament\u00e1rias<\/strong> e a amplia\u00e7\u00e3o da participa\u00e7\u00e3o das secretarias no planejamento.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">Tamb\u00e9m foram integrados instrumentos como o <strong>Plano Plurianual (PPA), Plano de Compras Anual (PCA), estudos t\u00e9cnicos preliminares, termos de refer\u00eancia e documentos de formaliza\u00e7\u00e3o de demanda<\/strong>.<\/span><\/p>\n<h2><span style=\"font-family: tahoma, arial, helvetica, sans-serif;\">Participa\u00e7\u00e3o popular<\/span><\/h2>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">Durante o processo, servidores de diferentes \u00e1reas participaram de <strong>capacita\u00e7\u00f5es, palestras e apresenta\u00e7\u00f5es sobre planejamento e execu\u00e7\u00e3o or\u00e7ament\u00e1ria<\/strong>.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;\">A Prefeitura tamb\u00e9m realizou <strong>audi\u00eancias p\u00fablicas e disponibilizou formul\u00e1rio para participa\u00e7\u00e3o da popula\u00e7\u00e3o<\/strong> na defini\u00e7\u00e3o de prioridades do planejamento or\u00e7ament\u00e1rio.<\/span><\/p>\n<h2><span style=\"font-family: tahoma, arial, helvetica, sans-serif;\">Pr\u00f3ximos passos<\/span><\/h2>\n<p class=\"isSelectedEnd\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;
